NA receives submission of draft law on International Agreements International Agreements
VOV.VN - Deputy Prime Minister and Foreign Minister Pham Binh Minh, as authorised by the Prime Minister, summited a draft report on May 22 regarding the draft law relating to international agreements to the ninth session of the ongoing 14th National Assembly (NA).

Deputy PM Minh stated that the issuance of the Law on International Agreements is a necessary step as a means of creating a more comprehensive, complete, and firmer legal foundation to implement the Party's guidelines and the State’s law regarding international integration, therefore meeting the demands of law in terms of the practical situation.

The aim of directing the formulation of the Law on International Agreements is to further refine current legal provisions regarding the signing and implementation of international co-operation documents that are not international treaties.

This can be done whilst simultaneously ensuring the unity of the legal system and clearly defining the rights and responsibilities of central and local levels in terms of international agreements.

The law also aims to improve the effectiveness of signing and implementing international agreements, therefore taking advantage of external resources such as technology, skills, experience, and capital of other countries and international organisations in an effort to serve the cause of national protection and development, Deputy PM Minh said.

The bill consists of seven chapters containing a total of 53 articles, with each one stipulating the jurisdiction, order, and procedures for signing, amending, supplementing, extending, ending, and suspending the implementation of various international agreements.

A verification report on the bill presented by Chairman of the NA Committee for External Relations Nguyen Van Giau outlined several opinions on the need to enact the Law on International Agreements in line with the draft report of the Government.

All opinions note that the dossier of the draft law on international agreements has been fully prepared by the Government in accordance with the Law on the Promulgation of Law-Regulated Documents, therefore serving to ensure constitutional and legal compatibility with relevant international treaties of which Vietnam is a member.

Given comments relating to specific issues, words, and legislative techniques, the NA Committee for External Relations has moved to request that the Government research, acquire, and amend different features in order to complete the draft law for submission to the Na for their approval.

The same day, Chairman of the NA Committee for Legal Affairs Hoang Thanh Tung submitted the draft law and ordinance making scheme for 2021, along with draft revisions to this year’s law and ordinance making programme.

Elsewhere, a draft law amending and supplementing articles of the law relating to handling administrative violations was submitted by Minister of Justice Le Thanh Long. 

At present, the ninth session is getting underway online between May 20 and May 29, with law makers gathering at the NA building in Hanoi to take part in plenary meetings from June 8 to June 18.
